In 1993 an accord between Israel and the Palestine Liberation Organization (PLO) called for limited self-rule in the area. Under a May, 1994, agreement, Israel's occupying forces left much of the Gaza Strip and a Palestinian police force was deployed. Israel retained frontier areas and buffer zones around Israeli settlements.
