An outstanding tennis player, Davis donated in 1900 a cup as an international tennis trophy; this donation brought about the annual Davis Cup matches. He held several public offices in St. Louis, and after service in World War I he was Secretary of War (1925-29). He succeeded Henry L. Stimson as governor-general (1929-32) of the Philippines. In World War II, Davis served in the army as a major general.
