As clerk of the Council in Ordinary (1821-59), he was closely associated with Wellington, Palmerston, and other political leaders of the reigns of George IV, William IV, and Victoria. His memoirs (1874-87; ed. by Lytton Strachey and Roger Fulford, 1938) are an invaluable record of the period.
