The memorial was commissioned by the Daughters of the Confederacy in 1916 and was designed and partially executed by Gutzon Borglum . In 1925, sculptor Augustus Lukeman took charge of the project. Work stopped in 1930 and was not resumed until 1963, when the state of Georgia purchased the mountain and established a state park. Walter Hahock completed the sculpture, which was dedicated in 1970.
